Bremerton and PSNS Are the Surface Fleet Side of Naval Base Kitsap:
Naval Base Kitsap covers two very different installations. Bangor, on the west side, is the submarine base. Bremerton, on the east side, is home to Puget Sound Naval Shipyard and Intermediate Maintenance Facility, the surface fleet's maintenance and repair hub, plus Naval Hospital Bremerton and the Bremerton waterfront itself. If your orders say Bremerton or PSNS, this guide is built specifically for that side of the county, not a general Kitsap overview with Bremerton mentioned once.

The Gates You'll Actually Use
Charleston Gate is the main gate into the Bremerton side of the base and runs 24 hours a day. This is the gate most Bremerton-area traffic will use day to day.
Montgomery Gate has restricted hours tied to carrier inport periods, generally open for inbound traffic in the early morning and outbound traffic in the mid-afternoon when a carrier is in port. It is not a reliable everyday commute gate, so don't count on it for your regular schedule.
Naval Avenue Gate runs 5 a.m. to 7:30 p.m. on weekdays, useful for a normal working schedule but not for early or late shift work.

PSNS and IMF is the largest public shipyard in the country by personnel, with roughly 15,000 sailors and federal civilian employees on the payroll. East Bremerton offers the shortest, most direct commute for most PSNS-bound families, generally under 15 minutes, with a mix of established neighborhoods and newer construction depending on budget. Port Orchard sits a close second, connected by a short ferry crossing or a drive around the water, with a lower average price point than East Bremerton and a smaller-town feel that a lot of families prefer. Silverdale works for a Bremerton commute too, especially if a household member also needs proximity to Bangor, though the drive to PSNS runs longer than East Bremerton or Port Orchard.

On-Base Housing at Bremerton
Family housing on the Bremerton side is privatized under West Sound Family Housing, managed by Hunt Military Communities, and spread across several distinct neighborhoods rather than a single housing area. The Landings is the best known of these, a mix of two- to five-bedroom homes, with some larger homes along Officers' Row overlooking the shipyard and Sinclair Inlet. Families we've talked to consistently rate Meredith Heights, Freestone, and off-base Port Orchard among the more livable options in the rotation.
On-base housing runs on a payment-in-arrears structure, meaning no upfront rent and no security deposit for active duty members, which is worth weighing against the equity-building side of buying off base. The Complete PCS Timeline for a Bremerton Move

Sixty to ninety days out is when most families should start seriously looking, using house hunting leave or a permissive TDY if your command allows it.
