The Short Answer

Everyone assigned to Naval Base Kitsap, at Bangor, Puget Sound Naval Shipyard, Keyport, or Manchester, is paid Basic Allowance for Housing under the same Military Housing Area: WA306, Bremerton.

For 2026, BAH with dependents runs from $2,265 a month for E-1 through E-4 up to $3,462 for O-7. At today's VA loan rates, that covers the entire monthly payment on a home priced between roughly $289,000 and $450,000, depending on rank. Kitsap County's median home sold for $588,500 in August 2026, which works out to about $4,490 a month with zero down. So for most families, BAH covers half to three quarters of a typical Kitsap mortgage, and base pay or a second income covers the rest.

That is the honest picture, and it is more useful than the number alone. Below is the full 2026 table, what each pay grade actually buys, how families we work with close the gap, and what the 2027 pay raise and the coming 2027 BAH rates could change.

How BAH Works When You Buy Instead of Rent

Families often assume BAH is tied to their lease or their mortgage. It is not. A few rules shape every buying decision near Naval Base Kitsap:

  • BAH follows your duty station, not your address. You receive the Bremerton rate in Poulsbo, in Port Orchard, and in Seabeck.
  • You keep what you don't spend. If your payment is lower than your BAH, the difference is yours. If it is higher, base pay covers it.
  • It is tax free, and lenders count it. VA lenders generally treat BAH as qualifying income, and many can adjust nontaxable income upward when they calculate what you qualify for. Ask your lender how they handle it.
  • Individual rate protection. Once you are assigned here, your BAH will not go down while you stay at Naval Base Kitsap with the same dependency status, even if the published rate drops. Increases apply automatically.

That last point matters when you buy. A mortgage payment is fixed for 30 years. Your BAH can only go up while you are here.

What 2026 BAH Actually Buys in Kitsap County

Here is the conversion most rate tables skip. For each pay grade, the third column is the home price where BAH alone covers principal, interest, property taxes, and homeowners insurance on a zero-down VA loan. The last column shows how much of the payment on a median-priced Kitsap home your BAH covers.

*Assumptions: 30-year fixed VA loan at 6.875 percent (late September 2026 national VA averages ran about 6.87 to 6.93 percent), zero down, 2.15 percent first-use VA funding fee financed into the loan, Kitsap property tax of about 0.87 percent of value, homeowners insurance of about $1,400 a year, no HOA. Your rate, taxes, and insurance will differ. Veterans who receive VA disability compensation are exempt from the funding fee, which lowers the payment slightly. This is an estimate for planning, not a loan quote.

How Military Families Close the Gap

Very few families near Naval Base Kitsap buy a home that BAH covers in full, and that is fine. The question is whether the rest of the payment fits comfortably in your budget. These are the approaches we see work most often:

  • Buy where the median fits. East Bremerton, Manette, and parts of Port Orchard sit roughly $40,000 to $160,000 below Silverdale and Poulsbo medians, and they are the shortest commutes to the shipyard.
  • Negotiate seller concessions. VA loans allow seller concessions of up to 4 percent of the price in addition to normal closing costs, and a concession can pay for a rate buydown that lowers the monthly payment.
  • Look for assumable VA loans. Some Kitsap sellers bought or refinanced when rates were far lower. Assuming their loan can cut the payment significantly, though it takes planning around entitlement.
  • Plan the exit before you buy. Many families keep the home as a rental when they PCS. We can walk through that math.

Before any of this, pull your Certificate of Eligibility so you know your entitlement.

What the 2027 Pay Raise Changes for a Kitsap Home Budget

The pay plan for 2027, sent to Congress on August 26, 2026, calls for a targeted raise in basic pay effective January 1, 2027: 7 percent for E-1 through E-5, 6 percent for E-6 through O-3, and 5 percent for O-4 and above. That is more than the 3.6 percent the standard Employment Cost Index formula would have produced, and more than the 3.8 percent raise in January 2026. Federal News Network's coverage of the pay plan and the Congressional Research Service's summary of the proposal have the details.

The raise goes into basic pay, not BAH. Your housing allowance is set separately, and the tables above show BAH covering roughly half to three quarters of a typical Kitsap payment. Base pay covers the rest, so a raise lands on exactly the part of the budget that has been stretched. Task & Purpose figured the 7 percent raise at about $181 more a month, before taxes, for an E-3 early in their enlistment. At the rate and assumptions used in this post, $181 a month supports roughly $23,000 more in purchase price on a zero-down VA loan. That is a way to size it up, not a suggestion to put all of it into the house. Basic pay is taxable, so the take-home number will be smaller, and most families we work with keep part of a raise as a cushion.

Two cautions before you plan around it. The plan is not final: Congress can still change it, and the Senate Armed Services Committee's version of the defense bill provided 3.6 percent for everyone, according to the Congressional Research Service's July summary. Final rates normally become official by executive order in December, and we will confirm the number here when they do. Second, lenders typically qualify you on the pay shown on your current Leave and Earnings Statement, so a January raise may not count in a loan application you sign this fall. Ask your lender how and when they will use it.

If you are buying this winter, run your budget on today's pay and treat the raise as breathing room. A payment that only works after January is a payment you carry for months on a smaller paycheck.

What We're Watching for 2027 BAH

The 2027 BAH rates are not out yet. The Department of Defense released the 2026 rates on December 11, 2025, for use starting January 1, so December is a reasonable expectation this year, though that is a pattern and not a promise. Until the new table is published, plan on the 2026 numbers in this post.

BAH is built from local rental and utility costs gathered each year for every military housing area, so the Bremerton rate follows what rents do around Kitsap County, not what home prices or mortgage rates do. That is why BAH and the cost of buying do not always move together, and why we are not going to guess at a 2027 number. We would rather show you the real table than a prediction.

If you are already assigned here, the individual rate protection described earlier means your BAH will not drop even if the published rate does. If you have orders coming, your pay grade and dependency status set your rate, not the gate you report to. When the 2027 table is released, we will add it to this page, converted into home prices the same way as the 2026 table. Frequently Asked Questions

What is the 2026 BAH rate for Naval Base Kitsap?

Naval Base Kitsap falls under Military Housing Area WA306 (Bremerton). For 2026, BAH with dependents ranges from $2,265 a month for E-1 through E-4 to $3,462 for O-7. An E-5 with dependents receives $2,364, an E-6 $2,730, an E-7 $2,844, an O-3 $3,045, and an O-4 $3,258. Rates took effect January 1, 2026 and are published on the Defense Travel Management Office BAH lookup.

How does BAH work when you buy a home near Naval Base Kitsap?

BAH is set by your duty station, not by where you live or what you spend. You receive the same monthly, tax-free amount if you rent, if you buy, or if you buy under budget, and you keep any difference. VA lenders generally count BAH as qualifying income, so it can help you qualify as well as pay the mortgage.

How much house can BAH buy in Kitsap County in 2026?

At a VA rate near 6.9 percent with zero down, BAH alone covers the full monthly payment on a home of roughly $289,000 for E-1 through E-4, $351,000 for E-6, $394,000 for O-3, and $422,000 for O-4, including taxes and insurance. Kitsap County's August 2026 median was $588,500, so most families cover the rest of the payment with base pay or a second income.

Is BAH the same at Bangor and Puget Sound Naval Shipyard?

Yes. Bangor, Puget Sound Naval Shipyard, Keyport, and Manchester are all paid under the same Bremerton housing area, WA306, so the rate depends on your pay grade and dependency status, not on which gate you report to.

What happens to my BAH if rates go down next year?

Individual rate protection means your BAH will not decrease while you remain assigned to the same duty station with the same dependency status, even if the published rate for Kitsap drops. Increases apply automatically.

How much is the 2027 military pay raise?

The President's alternative pay plan, sent to Congress on August 26, 2026, calls for a basic pay raise effective January 1, 2027 of 7 percent for E-1 through E-5, 6 percent for E-6 through O-3, and 5 percent for O-4 and above. Congress can still change it, and final rates normally become official by executive order in December.

Will the 2027 pay raise change my BAH?

No. The pay raise applies to basic pay. BAH is set separately, using rental and utility costs for your housing area, and the 2027 BAH rates have not been released yet.

When will 2027 BAH rates be released?

The Department of Defense has not released them yet. The 2026 rates came out on December 11, 2025, and took effect January 1, so December is a reasonable expectation. Until then, plan on the current rates. If you are already assigned to Naval Base Kitsap with the same dependency status, individual rate protection keeps your BAH from dropping.
